If PIO does not respond within 30 days, or if you are not satisfied with the response, file a First Appeal to the First Appellate Authority (same department). If still unsatisfied, file a Second Appeal to the Manipur Information Commission within 90 days. The Commission has the power to impose penalties on PIOs and order disclosure.
